- Motivation
This is motivated by Wikidata:Property proposal/Black Lunch Table ID and Wikidata:Property proposal/USCG number. Both of these propose external identifiers to data that is not properly modularized (doesn't have a page per entity) or doesn't add data to WD. Nevertheless the identifier is useful either to the specific project, or to track data that may become structured in the future (and the ID is already used in WP). The case of European Holocaust Research Infrastructure (Q21755493) is similar: it has some structured data (http://data.ehri-project.eu/) that however is not properly modularized (eg all ghettos in one file ehri-ghettos.rdf: this will be changing soon).
I propose to make a new prop "identifier" that will always be used with the qualifier of (P642), and perhaps a new qualifier "type". DC has dc:identifier and dct:type, so I think WD should also have similar props, but always used with qualification.
When the target project properly structures its data, the generic "identifier" can be replaced with a specific external-id prop, and the values can be transferred automatically. I hope @BrillLyle, Lymantria: will support this proposal.

Motivation
