INCITS 31-2009, ANSI code as new aliases

Notice: Also used for MSAs and CSAs

Notice: These 5-digit 6-4 FIPS codes are not only used for US Counties, but also for Metropolitan Statistical Areas (MSA) and Combined Statistical Areas (CSA). Other than used for counties, the first two digits are not referring to the state but seem to be random. Therefore, I will adapt the description and title.

The URL formatter does not work for MSAs and CSAs, but it is not an official formatter anyways and is broken for various counties as well, simply see the samples at the beginnig of this talk page.

Besides that, the code is also used for "zona urbana" in Puerto Rico. Therefore, also some of the constraints are irregular, e.g. there is no capital for a zona urbana in Puerto Rico as those are mostly cities themselves. Yellowcard (talk) 12:51, 15 March 2022 (UTC)[reply]
