Pilantropo at lingkod bayan. Isinilang sa Bacolor, Pampanga, 30 Hulyo 1887. Nagtapos ng abogasya sa Unibersidad ng Santo Tomas, 1909; hinirang na gobernador ng lalawigan ng Pampanga, 1914. Nahalal nang dalawang termino bilang gobernador ng Pampanga, 1916–1919 at 1919–1921. Kalihim ng Kagawaran ng Panloob matapos ng panunungkulan ni Felipe Agoncillo, 1925–1933.
