Short answer: Calling it "zone in the IANA time zone database" is fine.
The longer answer is that each zone is a region where all aspects of the time zone -- the primary UTC offset, whether it's adjusted for DST, when it switches to/from DST and when over the years any of these details changed -- all of those aspects have been the same since 1970-01-01. See the tz project "Theory" file. There are currently 388 of these zones worldwide, although for whatever reason Wikidata only has entities for about 165 of them. That makes sense. The wording "territory where same UTC offset is observed" probably didn't make much sense to me, since it suggests that e.g., a territory was at +8:00 the entire time, with no daylight savings. Ghouston (talk) 21:55, 18 March 2019 (UTC)[reply]
