Although Mandaue is a highly urbanized city, and thus independent of the province of Cebu, it is common convention that Mandaue is considered part of the province and there are plenty of reliable sources that state so. So in Wikidata, we have a preferred ranking statement that the city is under Central Visayas, and a normal ranking statement that the city is under Cebu.
