It seems that you did not read nor my message nor the tree above:

quartiere(Firenze)="circoscrizione di decentramento comunale"=administrative subdivision.

in Italy an administrative subdivision of a city is a circoscrione. That quarter (Firenze) and circoscrizione are administrative subdivisions you do not doubt, or do you?

This is exactly the tree which circoscrizione-items I put in this structure myself. One has to distinguish between administrative and non-administrative urban units. Some articles and cats simple deal with the wording. But this shouldn't be a problem here

Only in a few Italian cities, like in Florence and Bologna, a quarter is also an administrative subdivision.
