Can you create and upload en:Category:European Roads in Azerbaijan in Russian Wikipedia?

So the category that you uploaded in Russian Wikipedia — ru:Категория:Международные автомобильные дороги Украины, should not be in the Wikidata page Q8950681? A2D2 (talk) 11:02, 29 April 2019 (UTC)

Not quite, it's a different issue. "Международные автомобильные дороги Украины" is a subtype officially defined in national classification, similar to ru:Автомобильные дороги федерального значения России or ru:Категория:Национальные автомобильные дороги Украины.
