Request for a flood flag : NFPA 704 data migration

As there is no answer for my bot request I have prepared most of this data on my own and I'm ready to use QuickStatements for this (I thought it will be harder so I requested a bot action for this but it wasn't so hard to prepare this data for migration). Current batch includes 1042 items in which there will be 8 edits per item (9 in six cases in which there are two references) (check this diff for an example; but in current batch there is no NFPA Special (P877)) = 8342 edits. Rationale: property proposal and Wikiproject discussion. I think it will take about a few hours(?) to do this using QS so I'm requesting this flag for a day.

I don't know whether I should ask for a flood flag at all with 8k edits to make (for me it is annoying when I see other users using QS without a flood flag, because my watchlist is nonreadable then), so if a flood flag is not needed in this situation, please let me know and I'll do this migration without a flood flag. Account creator rights

Hi, per a suggestion by Artix Krieger, I'd like to look into whether I can get account creator rights for new Wikidata accounts. I'm running a Wikidata hackathon on Wed 16 May (1-3pm GMT) and likely to run a whole bunch more so it would be useful if multiple new users attending these events could create accounts simply and easily (and I help them if not) so that they can be shown how to make manual edits and mass edits to Wikidata.
