Members of WikiProject U.S. Roads (Q1890587) and WikiProject Canada Roads (Q21829688) recently forked the English Wikipedia's coverage of their subject area, setting up the AARoads Wiki (Q122452106) as an independent wiki. While the bulk of the content currently mirrors the English Wikipedia, they are continuing to develop articles about North American roads on the new wiki, including creating articles on subjects that easily meet Wikidata:Notability and the notability guidelines of various non-English Wikipedias but not those of the English Wikipedia.
Members of the local OpenStreetMap (Q936) community have expressed interest in linking their content, which also goes beyond English Wikipedia notability standards, to AARoads Wiki articles. Since OSM already links to Wikidata items (and vice versa), it would be more efficient to use Wikidata as a hub to get to AARoads Wiki content.
There's been some debate in the past about whether external references to MediaWiki wikis should be typed as strings (article titles) or numbers (page IDs). In this proposal, I've gone with page IDs for stability across page moves. The AARoads community is currently revisiting the article naming conventions they arrived at on the English Wikipedia many years ago, which could result in a significant number of page moves. For readability, I'm suggesting the use of subject named as (P1810) qualifiers to indicate page titles, but I would consider this optional.
