Motivation

Requested on huwiki: w:hu:Wikipédia:Wikidata-segítségkérés#FFR-sportolóazonosító bevezetése (permalink). Useful for linking all kinds of charts (e.g. results in a given year) as those URLs can be generated easily if the fencer ID is known.

Not sure about the naming; we already have FFR player ID (P3644) and FFR Sevens player ID (P4880) (different FFR), hence "fencer" in the name. Maybe "Russian Fencing Federation ID" would be clearer?
