"I currently have to edit pages through open proxy or it would be very slow because of the Great Fire Wall. I would greatly appreciate it if you can grant me the right of IP block exempt. I have obtained this right in zhwiki long ago and I have never abused it. I have also just obtained the right in enwiki. You can check my global contributions at any time. Thank you in advance." - We generally do not block open proxies locally (with very few (5) exeptions) so I doubt a local block would even affect you. Could you post a detailed block message, please? I suppose that if you get affected by a proxy block, it is most probably a global block. Vogone talk 16:35, 13 July 2013 (UTC)
- I believe it is a global block but I think a local permission would be enough and I don't think a request for global IP block exemption permission would ever be needed. --William915 (talk) 16:42, 13 July 2013 (UTC)
