region tags in CAPs

FYI: On this page, I noticed in some case the codes for region were upper case, e.g., en-GB which follows W3C's BCP47 syntax, others are not. It is confusing as to which is the proper syntax for language subtags and regions, etc.? What is the process for changing the American English, en-us, to en-US per BCP47? Thank you.
