I think we should include the leading zeros. Phare de la Banche (Q3378463) has currently the value FRA3. But http://wlol.arlhs.com/lighthouse/FRA3.html resp http://wlol.arlhs.com/lighthouse/FRA003.html shows: ARLHS FRA-003, also known as ARLHS FRA 003, FRA-003, FRA 003.
