Use with comuni of Italy

Since many IDs are very specific, what do you think is the best use for the ID of a comune of Italy? The whole area or the capoluogo (chief town)? For example 4608197 should be used in Q52081 or Q30025764?. It's probably the first one although I think that the more these IDs get diffuse and precise (and similarly does georeferencing in mobile phones and suggestions from AI), the more these IDs will mostly refer to the chieftowns by exclusion, but thee will always be a quota of a more generic use. So, is my use correct in your opinion?--Alexmar983 (talk) 16:15, 10 September 2020 (UTC)
