@Jura1: I'll be honest, it's not clear to me what ties all these examples together. The first seems most closely analogous to my usage in that there are Senate seats to be filled which can be divided into Congresses. I'm open to other suggestions, though. We could also talk about the practical use of this data model. Here [1] is source material indicating that Senators occupy a seat within the context of a Congress. I'm still curious to understand your interest and concerns in this matter.
