Ipinatayo na yari sa kahoy. Ipinaayos ni Simplicio Jugo Vidal, unang gobernador ng Capiz, 1901–1903. Dulot ng malakas na bagyo, muling ipinaayos na yari sa kongkreto sa panunungkulan ni Gob. Jose Cortez Altavas, at natapos 1911. Idinagdag ang ikatlong palapag, 1945–1949. Pinanatili ang disenyong agila na nakaukit sa harapan ng gusali bilang sagisag ng ugnayan ng Pilipinas at Estados Unidos sa ilalim ng rehimeng Amerikano. (Tagalog)
