The state of not believing a proposition is unbelief i.e absence of belief, that does not necessarily mean it is refused to be believed. While disbelief is rejection of proposition. e.g A believes in proposition X B never got exposed to proposition X, therefore does not believe X to be true but does not refuse or reject it either. This can be classified as unbelief but not disbelief. Therefore unbelief is not opposite of belief, it is disbelief. Unbelief and disbelief should be separated.
