The item cannot be both a unit and a quantity, that is a contradiction in itself. Both statements can be regarded as wrong, I transferred the links where it is used as a dimensionless quantity to volume fraction (Q909482) even though strictly this is also not correct.--Debenben (talk) 11:33, 13 March 2018 (UTC)[reply]

@Debenben: I think volume percent and relevant are considered pseudounits, just like parts-per notation – so it's a number (dimensionless quantity) with... well, some sort of symbol, but not a unit. However, I cannot agree with all your changes – you've moved sitelinks that are about volume percent to item describing volume fraction. Volume percent is a form (one of many) of expression volume fraction, but these are not synonyms. Wostr (talk) 13:32, 13 March 2018 (UTC)[reply]
@Wostr: I don't want to claim that the problem is solved now, but e.g. here it is used like which is incompatible with it being a unit. My first try was making this item a dimensionless number, but that is certainly also not always true.
