transport vehicle (Q20980497) would be for vehicles designed to transport passengers and cargo between locations. A vehicle (Q42889) is technically defined using the broad meaning of 'transport' as in simply carrying anything for any reason, while for transport vehicle (Q20980497) 'transport' is a more limited activity. The relationship is analogous to that of transport aircraft (Q15126142) and aircraft (Q11436). aircraft (Q11436) is a subclass of vehicle (Q42889) while transport aircraft (Q15126142) is a subclass of transport vehicle (Q20980497).
