It is a simple template used to quickly format and internationalize a datatype in standard way, and make it link to the proper section of Help:Data type.
It also displays a notice if the datatype isn't supported yet by Wikidata, or an error message if the datatype isn't recognized at all.
Usage

to get a normalized, localized and linked version of a datatype from a given string: Item
{{datatype|Property:P20}}
the same, but retrieved directly from a property ID (used in {{List of properties/Row}}): Item
{{datatype|Property:P20|raw}}
unlinked/unlocalized output: wikibase-item
{{datatype|Property:P20|abbr}}
abbreviated unlinked/unlocalized output: item
