Changing the format of this summary to use {{Display/watchlist}}

Given Wikidata:Project_chat/Archive/2018/12#Watchlist_notices:_let_users_dismiss_these_notifications I propose that we move to a different format for the watchlist summary, using {{Display/watchlist}} which expires and lets users dismiss notifications that they have already seen. That would involve changing our workflows: instead of updating pages like {{Watchlist summary/PFD}} to add new properties for deletions (for instance), we would add one {{Display/watchlist}} to {{Watchlist summary}}. That would have the advantage of letting users dismiss these notifications. The only item that would be hard to convert to {{Display/watchlist}} would be the summary of property proposals - we could either keep it as it is or simply remove it (I do not think we want to advertise each property proposal with a {{Display/watchlist}} separately, there are too many of these.).

@Rschen7754: makes sense. Here is a proposal: User:Pintoch/WatchlistSummaryMock. A few remarks:
  • It would be good to translate the "New request for comment" and "New property for deletion", but I am not well versed enough in the localization system to make it work with templates so far.
  • I have kept the existing summary for property proposals: I am not sure if this is really useful (as far as I am concerned this is a waste of space, but others probably use it). Another option would be to add watchlist notices for individual proposals (probably excluding external-ids).
  • We should decide on the expiration time for RFCs and PFDs. I was thinking about something like a week or two, maybe? This is something we can adjust once we get a better picture of the sort of traffic we get;
  • We probably want to have a bot updating these things for us: for each new RFC and PFD, add the corresponding watchlist message after a few days (to avoid spreading vandalism in a highly visible location).

@Rschen7754: The dismiss link will only appear when the generated wikicode is displayed on the actual watchlist, thanks to a javascript gadget (that we need to activate). In the meantime the move still lets us make the messages expire automatically after a delay.
