About the whys of Úbeda (Q329984): simply put, the item Úbeda (Q329984) is not about a World Heritage site, but a municipality of Spain. The World Heritage site is about the Renaissance Monumental Ensembles of Úbeda and Baeza (Q15831671), of which only the historic center of Úbeda (Q64957051) is a part. (There's even an item for it: part of World Heritage Site (Q43113623).)
World Heritage sites are tricky that way, and quite a pain honestly. In short, the municipality of Úbeda and the protected parts of Úbeda, while obviously close, don't cover equivalent concepts. At least in my opinion. Hence my edits.
