This page describes why you should use Wikidata based to-do lists and how to make these lists.

Most wikiprojects on Wikipedia started with creating a list of articles to start and/or improve. We create lists so we have an idea on how much work we have to do and to track progress. This tracking is usually done manually (for example by crossing off an item on a list) or by a custom build bot. It's much better to use Wikidata for this. For each article that needs to be created you create a Wikidata item. This item includes some basic information and some pointers to external sources where more information can be found. This makes it much easier to create the actual article and makes it possible to automatically generate tables based on Wikidata to track progress.
