Translation request

Can you translate and upload simple:National Archive Department of Azerbaijan, en:National Library of Azerbaijan (which is the national archive repository) and « Category:Archives in Azerbaijan » (Q22029602) in Vietnamese Wikipedia for these two articles?
They should not be long.

- @Bovlb: Hello, I'm Mintu Martin, an active member from Vietnamese wikipedia. I usually edit items on wikidata by translating english items to Vietnamese items. But recently I was surprised that both my account and IP were banned by Jasper Dang for some reasons that I haven't known yet. Please unblock me. - Hi! It doesn't look like your account is blocked, so this is either:
- A hard block of a different account where you are, for some reason, sharing an IP address.
- A hard block of an IP address, where you are using an IP address for which we have prevented use by logged in accounts. Typically these are open proxies.
- We could tell more if you can share the full text of the message you see.
- I note that, on VIWP you have been given "ipblock-exempt", which suggests that you have encountered a similar problem in the past.
