Good question. See Wikidata:Edit warring - my general rule of thumb is that if its an edit that you would be using rollback to revert, it isn't edit warring to revert repeatedly, as long as it falls within the scope of rollback. The official policy states that "Reverting vandalism is not edit warring" and "Reverting edits by a locally blocked or globally locked/banned editor is not edit warring, but is also not mandatory.", and I assume these are where you are most likely to come across edits that need to be repeatedly reverted.
