Motivation

For any statutory law, there is an effective date, on which, the Act comes into force. This date is notified either within the Act, or separately. This is different from the date of assent or enactment. This may be retrospective, or have multiple values (for different sections). While working on amendments of the Constitution of India, I am facing difficulty because of absence of this parameter.Hrishikes (talk) 04:01, 15 November 2019 (UTC)

Currently I am using start time (P580) in place of effective date and inception (P571) as date of assent. I am having problems with this method. These two cannot be used as independent statements. So, I am using inception as statement and start time as its qualifier. So I cannot use another qualifier ("valid for") for start time, to indicate sections. And start time does not support multiple values. So a parameter is needed, which supports multiple values, can be used as statement alongside another statement for date of assent, and can use qualifier to indicate sections.
