@Arlo Barnes: chiptune (Q135637) is notable because it has sitelinks to Wikipedia. Chiptunes = WIN (Q68691907) does not have sitelinks, is not used to improve other items or has IDs which imply notability. @Haansn08: Whether the existence of the item happens to promote the entity depicted or not is out of the purview of Wikidata, a merely descriptory project. I have now added two of the three criteria you mention (except sitelinks which will take additional efforts on another project / other projects, and it seems like a good idea to discuss with an appropriate WikiProject on any such projects first to build community effort), as could you have (or still could, in addition).
