Task/s: Improving the accuracy of located in the administrative territorial entity (P131) in building items from state level to municipality if only the state is given.

Code:

Function details: We found that many church buildings in Germany only have a state set as value for located in the administrative territorial entity (P131)) (e.g. 772 churches located only in Baden-Württemberg (Q985). This is technically not wrong, but inaccurate. We intend to improve this by replacing the state with the concrete community. We will start with church buildings in the States of Germany (several thousand church buildings in Germany are affected: 325 churches in BB, 327 in BY, 576 in NI, 1672 in NW, ...). If everything works as expected we might switch over to other item/building types and/or countries.

The bot will replace the value P131 in all church building items with the respective municipality

• if Commons category (P373) is given
• if the the state is set as value for P131 AND the found municipality is not yet set as value for P131
• if a valid municipality is found as location (a former municipality, for example, will not be considered a valid value)

The bot first makes a SPARQL query to get all church buildings of a state in which the state is used as value for P131. Then the bot searches for the municipality in which the church building is located. The bot will accomplish this by examining the category tree at Commons upwards, starting at the Commons category of that Item. It matches the categories in up to 4 levels with a list of all (currently existing) municipality which we have created in advance to reduce the amount of API calls (we left out some special cases, so we will only cover about 97 % of the German municipalities, which might be improved between the bot runs (see below)).

If a valid municipality is found, the bot will

• replace the state with the municipality (as value of P131)
• remove any existing references for the old value (state) of P131
• set a reference for the new statement with
  • Wikimedia Commons (Q565) as imported from Wikimedia project (P143) and
  • the current date as retrieved (P813)

Remaining items will be cleaned out in a second bot run with an improved municipality list (or manually). Some Items (like objects in unincorporated area) will not be touched by this bot.

The bot uses pywikibot for API calls and maxlag parameter is respected. A maximum of 2 edits per minute are performed. Between API requests on Wikidata and Commons the minimum time lag is 5 seconds.
