I don't think other users should edit people's talk page. This is inconsistent with general guidelines. The template may appear secular to some, but it doesn't seem neutral as such.

"As a symbolic gesture of respect, accounts of deceased Wikidata editors should not be blocked unless they have been compromised. However, to prevent severe harm to the project if such a situation should happen, the user rights of deceased editors should be removed."

General process is usual to deactivate users accounts. I think this is routinely done at dewiki.
