Dear Bovlb and Jasper Deng ,

I am writing to appeal the indefinite block on my Wikidata account;Bukky658 (talk), which was due to the alleged sockpuppetry/illegitimate use of alternate accounts by one Marcyway4 which seems strange to me. The block was issued based on the report by Jasper Deng, which I am not aware of. I have never in any way log on to wikidata or any other Wikimedia projects with multiple accounts or an alternate account.

As a Wikidata trainer who has led projects on Wikidata, I have always ensured that I follow the guidelines which align with the Wikidata:Wikidata educational resources and meta:Training modules. In fact, in some of the training I have conducted, I have emphasized the importance of avoiding duplication of data efforts by guiding editors on how to merge duplicated items and ensure to search for an item before embarking on creating it so as to prevent vandalism.

Regarding the recreation of the Q113486966 Seun Ogunseitan item, I must admit that it must have been an oversight on my part as I would not have recreated an already deleted item as I understand the importance of Wikidata:Notability guidelines, and I assure you that I will be more careful going forward.

I kindly plead with you to reconsider my indefinite block and unblock my Wikidata account as soon as possible. I am passionate about contributing to Wikidata, and I am committed to adhering to the platform's policies and guidelines.

Hi @Bovlb:, on behalf of the Wikipedia & Education User Group, I'd like to first clarify that our group does not run any programs ourselves; instead, we are a collaborative of program leaders from around the world who are actively engaging in education programs, so neither Bukky658 nor any of our other members are running editing events on our behalf.
But as an individual, I'd like to speak in support of her request. Bukky658 is one of our user group board's special advisors, and she's actively helping us plan the forthcoming m:EduWiki Conference 2023, so I've worked with her a lot in the last few months. In all my interactions with her, I've found her to be fully dedicated to the Wikimedia principles and motivated by a genuine desire to share free knowledge with the world. As you can see by looking through her global contributions, she's been actively contributing to English Wikipedia, Meta, and Commons for several years.
I asked her about the block when we met today, and it seems like this is the situation: She attended an in person Wikidata editing event in Nigeria in which another attendee of that event she had no connection to apparently was the disruptive socker, Marcyway4. Because she was then editing from the same place as the socker, she got caught up in the SPI by a CheckUser. But she herself is not Marcyway4, and is not attempting to be disruptive. She acknowledges she made a few mistakes in her editing journey, but she's learned from them, and she is interested in productively contributing to Wikidata in the future. First off, I’d like to apologize for pinging the entire CheckUser team. My decision to ping the team was informed by Jasper Deng's continued silence over the block they issued despite multiple pings, including at least one from an admin. This suggests to me that Jasper Deng is either busy or not working in the Checkuser area at this time.

Secondly, I’d like to provide additional background on my edit history here and other Wikimedia projects where I am active. I joined the Wikimedia community on April 11, 2020, when I learned about the Wikimedia Fan Club University of Ilorin, a campus-based community of Wikimedia contributors. Although I have used the English Wikipedia as a resource for my academic work, I never knew there were other projects like Wikidata, Wikimedia Commons, and the numerous language versions of Wikipedia that we have. I began to edit the English Wikipedia after participating in the first online African Librarians Week during the covid-19 lockdown in May 2020 through the 1lib1ref campaign organised by the African Library and Information Associations and Institutions and I was among the top 50 contributors which inspired me to further join multiple trainings organized by the University of Ilorin fan club. Training at the club ranges from minor editing and article creation to content policy and behavioral guidelines, including the sock puppetry policy and related policies. So, I was fully aware that creating multiple undisclosed accounts is antithetical to community behavioral expectations. I do not maintain any account or create a new account on any Wikimedia projects including Wikidata for personal use.

While I was an active member of the Wikimedia Fan Club Unilorin, I helped establish the Wiki Fan Club at Kwara State University, (with permission from the Wikimedia User Group Nigeria) and this came with more responsibilities than just editing but also training others to build a community of active editors at the fan club. I have led numerous trainings to build a community of active volunteers at the Kwara State Fan Club, and we have collaborated with the government of Kwara State and the state education board to build capacity for students and teachers. Much has been achieved with our Reading in the Classroom programs with support from the WikiEdu team at the WMF. These are well documented on the meta wiki and shared with the global community using the Wikimedia diff.[1][2][3][4][5]

During training, we are often affected by the global IP Range Block enacted by meta stawards, and the six accounts limit, and I have shared my devices including internet data with participants to create their accounts when they are affected by either the Global IP Range Block or the six account limit. This might have connected me with the numerous participants I have trained. But I do not maintain any account or create a new account on any Wikimedia projects including Wikidata for personal use.

This is further compounded by the fact that IPV4 and network address translation are still being used in the country where I live. NAT allows for IP masquerading, which enables multiple private IP addresses to be concealed under a single address. Although IPV6 is more widely adopted, Nigeria still employs IPV4. I do not doubt the checkuser technical data, but I do suspect that this is a case of a false positive resulting from Nigeria’s internet infrastructure.

I have never met User:Semmy1960 in person, and she has never participated in our fan club training or activities. She has contacted me offline to request feedback on her Reading in Classroom grant request and report, and I have provided that feedback in my capacity as the first certified Reading in Classroom Trainer, but I have never physically participated in any event organized by her or shared my username, password, internet modem, or devices with her.

It is my hope that Checkuser will consider unblocking my account on this project, as I am not able to continue to help new users build capacity to contribute to Wikidata with the current block in place. I am a female editor from an underrepresented community, helping people from my region learn how to contribute to Wikimedia projects. I believe my contributions to Wikidata and other Wikimedia projects have been net positives, and I promise to take the feedback I receive from the checkuser team into account when organizing further training, if I am unblocked. I will put the following measure in place while organizing future training program:

  1. Encourage participants to create their account prior to the training date
  2. Prohibit sharing of devices during training session
  3. Provide at least 3 different internet services (Airtel, Glo, MTN) so that participants would not have to log into a single internet
  4. Dedicate some minutes to educate participants that sock puppetry is NOT allowed.

Thanks for providing such a careful response. As I said before, I can't really review the checkuser information, as I'm only an administrator.
One potential gap in your response is that you don't really address the question of the creation of items for non-notable entities, which has been raised around this group of accounts. You might wish to remedy this.
For example, you created Q112913957 for "Lens Polytechnic Offa, Kwara State" and two minutes later, Isaacsam007 created Q112913963 for "Lens polytechnic offa kwara". You have created many other items that have since been deleted. So either you have a history of creating inappropriate items, or these items are being deleted inappropriately. Item creators are not only required to restrict themselves to notable items, but are also expected to be pro-active in establishing notability, for example through sources and identifiers. To be fair, once a user is blocked, we give less benefit of the doubt to any items they have created, and there is a known issue of systemic bias whereby it is harder to establish notability for entities in historically under-documented communities.
Inasmuch as you say you are involved in building the community or running training, I'm afraid that the issue of (repeated) creation of non-notable items by associated accounts is relevant. We have a valid interest in preventing or correcting any training that tends to lead to this.

Hello, Bovlb, and thanks for your comment. I sincerely apologize for not addressing the concerns raised about the creation of items for non-notable entities. It was an oversight that occurred while I was merging my response. I’d like to start with the item "Q113486966" whose content was "O’seun Ogunseitan". The item was deleted by Lymantria as non-notable per Wikidata:Notability. It seems to me that the item was wrongly deleted, as the item clearly met Wikidata:Notability#Criterion 1 as it has a stand-alone page on the English Wikipedia. See en:O'seun Ogunseitan. Others include “Q112913957” also deleted by Lymantria as non-notable. This is a government accredited private polytechnic (per this source and this source). This in my opinion met Wikidata:Notability#Criterion 2. When these items were deleted, I was not notified by the admin who deleted them and was not provided with the opportunity to comment on them. There is no way I would have known that these items were previously deleted. That said, I am open to learning more about the deletion policy.Thank you. I have undeleted Q113486966 and merged it with O'seun Ogunseitan (Q107226822). This is not to fault Lymantria's decision, as the deleted item never had a sitelink. I note in passing that you made one edit to the existing item after creating the new one, and then you went back to editing the new one. Perhaps you didn't notice that you were working on two versions of the same item.
Regarding Q112913957, neither of those links appear on the deleted item, and I'm afraid neither is a good source for establishing more than than the organization exists. Apart from the official website, the only reference on the deleted item was [1]. The item was weakly identified by official website and street address. To appeal this deletion, see Wikidata:Guide to requests for undeletion.
I agree that editors are not well-informed when their creations are deleted, and I have advocated for improvements in this area. You may find this tool useful.
I also agree that it is hard for editors to determine that an item has previously been deleted. There is a tool to help with that, but it is not available to all editors because it gives (limited) access to deleted items, which is restricted by policy. This is unfortunate, because we also assume that repeated recreation of deleted items is coming from the same editor. Bovlb (talk) 22:18, 11 April 2023 (UTC)[reply]

Since Jasper Deng seems to be inactive, no other checkuser intervened, the arguments of Bukky658 seem reasonable, and, most importantly, I know who Liannadavis is and how long she has been around, I would support the unblock request, assuming this was a false positive.--Ymblanter (talk) 21:46, 12 April 2023 (UTC)[reply]

Before giving my opinion, please note that I have not checked this user's contributions and patterns, and I am only giving my opinion from a technical point of view. From my point of view this case has potential for false positive(based on my experience regarding the IP ranges used by this user and other technical data), if other admins see no problem with this user's appeal and behavior pattern and contributions, I agree to unblock at least in this user's case.
