The current treatment of Brighton and Hove is anomalous in the context of Wikidata items for similar places in England. We have a single item that treats Brighton and Hove both as a city and as a unitary authority. However, I see it in exactly the same category as, say, Southampton, which has separate Wikidata items for Southampton the city (Q79848) and City of Southampton (Q21683230) which is the unitary authority. The same goes for Portsmouth the city (Q72259) and City of Portsmouth (Q21683233) the unitary authority. The cases of Brighton and Hove, Southampton and Portsmouth are very similar, in that in all cases the boundaries of city and unitary authorities are essentially the same. (In this respect they are different from, say, Canterbury and City of Canterbury, where the unitary authority is geographically much larger.)

My particular interest here is that I've been creating a series of articles on local authority districts in England for Cywiki. There are separate articles for all the geographical places (cities, towns) where they have the same name as these districts. All these articles (districts and places) have Infoboxes calling Wikidata. Everything has worked happily up till now, since separate Wikidata items have been created for places and local authorities. But Brighton and Hove breaks the pattern.

(By the way, Enwiki does things differently. It often treats geographical places and local authorities in the same article. But I don't want to do that for Cywiki, because I want to take full advantage of the separate Wikidata items where they do exist.)

I'd like to see all the unitary authority material moved from here to a new "City of Brighton and Hove" Wikidata item. That would create logical and consistent result.
