Although Cebu City is a highly urbanized city, and thus independent of the province of Cebu, it is common convention that Cebu City is considered part of the province and there are plenty of reliable sources that state so especially since Cebu City is the provincial capital. So in Wikidata, we have a preferred ranking statement that the city is under Central Visayas, and a normal ranking statement that the city is under Cebu.
